CONDITIONS IN HOIFUNG (11th April 1928)
The territory from Chilang Point (Lighthouse) to the Swabue inlet and the Tung Hoi Bay still in he hands of Communists and not attacked by any Troops.
2. Territory occupied by Government Troops also very unsafe, except in big centres like Hoifung city, Swabue, Muileong etc.
3. The 4th (?) Army from Swatow has taken the famous Communist stronghold in the hills and first occupied the big centres but it is now being recalled.
4. The 5th Army from Canton has reached Hoifung about the end of March via Veichow and Pin Shan, leaving everywhere on its passage a bad reputation.

Talks of
Occupation Army in Hoifung (5th Army, men of Li Fook
Lan) shows no fighting spirit and are said to be pro-
Communist, at least in part. They make raids from the
big centres, which they occupy, to Communist infested
places, but never dare to stay there and always come
back to their headquarters for the night. Thus:
(1) not a single Communist chief has yet been
arrested;
(2) strong Communist groups are safe and active
on the hills, where they retire when soldiers
are approaching and fran where they come down occasionally to commit all sorts of outrages;
(3) routes are very unsafe, murders of non-
Communists being committed with great frequency;
